When I heard that you could look up recipes and cheat items with Not Enough Items, I downloaded NEI. It worked, and then I got another mod and the all of a sudden NEI still worked, but it was locked in recipe mode only. I tried fixing it by putting it into cheat mode again, but it was still in recipe mode.

In my singleplayer world, the NEI cheats work fine so I really don't know whats going on here. You need to be OP to use NEI cheat mode on a server.

If not then NEI can still spawn items using the give command if you are an OP. Most of the features are only enabled for OPs. So you can select who can use OP enchantments etc. There is also a banned blocks section, any blocks that are banned wont show in a user's item panel.

you can't modify nei to give you resources without server's approval. such things can work only using some bugs or exploits in the server mecanism. Which is why nothing like creative mode, rain, time settings, etc. are displayed while in Cheat Mode.
